I believe Barcelona's debt must be close to 3 billion €, not just 1.3 billion €. I think this debt is just because of bad sportive management. Barsa has also borrowed like 1.5 billion € for the Nou Camp stadium renovation. Just 1.3 billion € debt wouldn't be too worrying since its net value must be around 4.5 billion €.

You forgot to mention the fact that while Madrid is also in debt, they are more successful than Barca so there is more inflow from winnings than in Barca, while they haven't made many astronomically expensive transfers in a fairly long time.
