Looking at the first two images (the third is a screenshot of your phone, so it's not useful for comparison), I don't think the car's angle itself changes.
What does appear to change is the crop:
In the 7:51:50 frame, you can see much more of the front of the car and the surrounding scene.
By 7:51:52, the view is much tighter on the rear door and back wheel. The gate occupies a different position within the frame because less of the left-hand side is being shown.
If the physical CCTV camera had panned to the right, I would expect the entire background—the hedges, gate, driveway, and perspective—to shift consistently. From these stills, what I see is more consistent with a digital zoom/crop than with a camera rotating.
That said, I also noticed something important:
The footage shown to viewers is not labelled as raw CCTV. It's embedded in a news package, with graphics, timestamps, logos and cropping. That means you're almost certainly not seeing the original recording as it came off the DVR.
