RSS is an organization. They have a constitution, made by force of law. To implement their constitution, they must have organizational structure, and head of the constitution. The organization should have internal democracy. Organization should get registered and function within the framework of Indian law.
Delivering a speech by luminaries does not have any thing to say about its registration, legal status. Requirement of registration should be decided in courts.
