Just a side note about how important toys are for childhood development: I had a pretty bad accident a few years ago that left me paralyzed and with cognitive issues, and some of those issues involved motor function and reasoning, so some of the exercises I got with my neuro-motricity doc were playing with toys!
Arranging an assortment of colored blocks in the same way as a picture showed at first, but later on building Bionicle style robots and taking them apart.
Basically what these types of things do is train your brain to use logic and make the right connections, finding the right path and series of actions to get the desired result, and at the same time training your brain and hands to work in tandem, you know how you can do things without looking? Or do intricate little things with your hands? Yeah well those are skills you need to develop, and if kids don't do that they might lack some motor functions, and basic learning/logic skills we all take for granted because they never got to learn them.

Mini theory to add onto this:

I don’t think the tablet itself is going to be the sentient part of Lilypad, rather it’s the case that’s sentient and it just so happens to have access to the tablets technology/internet. If a child anthropomorphizing an object makes it a toy, I can see them more likely doing that based on the cute case. (Unless of course it’s just one integrated object like older tech toys)

If toys can gain sentience, then yeah AI can definitely gain sentience in Toy Story. An evil AI that is considered alive like Lore in Star Trek TNG is totally possible.
