Well i did everything but i wasnt redirected to make any payment to VFS....rather you'd be put on the waiting list until your told to submit your application. Really frustrating

Seems you need to upload certificate for Blocked account and still wait more than 1 year for Visa appointment. That means they have made it more difficult.
Imagine tying down 13k Euros for 1year plus, it could even be 2 years.
13k Euros Blocked account + Almost 2 years wait time.
