De overeenkomst tussen Iran en de VS: een analyse van de huidige situatie
Het is geen geheim dat deze overeenkomst ongunstig is voor Israël. Vanuit Israëls perspectief is elke overeenkomst tussen Iran en de Verenigde Staten minder wenselijk dan de huidige situatie, waarin het Iraanse regime onder sancties en economische druk staat.
De meest verontrustende aspecten zijn naar mijn mening het economische herstel dat het Iraanse regime nu te wachten staat en de nucleaire kwestie, waar president Trump lijkt te zijn teruggekomen op de stellige standpunten die hij eerder innam.
Ook de Libanese dimensie blijft onduidelijk, aangezien belangrijke details over de aard van het staakt-het-vuren nog steeds ontbreken.
De financiële kwestie
Het huidige Iraanse regime blijft evenzeer – zo niet meer – vastbesloten om Israël te vernietigen.
President Trump heeft het regime in feite een nieuwe economische reddingslijn geboden. Miljarden dollars, hetzij via hernieuwde olie-export of de vrijgave van bevroren tegoeden, zullen naar verwachting naar Teheran stromen. Die uitkomst lijkt nu zo goed als zeker.
Bovendien zouden de bestaande sancties tegen Iran na afloop van de periode van 60 dagen kunnen worden opgeheven, aangezien zowel de Verenigde Staten als Europa hun bereidheid hebben uitgesproken om ze te versoepelen.
Het lijdt geen twijfel dat deze fondsen zullen worden gebruikt voor de Iraanse herbewapening. De overeenkomst bevat geen noemenswaardige beperkingen of afdwingbare mechanismen om dat te voorkomen. De Iraanse raket- en droneprogramma's zullen naar verwachting aanzienlijk versnellen.
Het regime zal vrijwel zeker ook extra middelen doorsluizen naar zijn regionale bondgenoten: Hezbollah, de Houthi's, de sjiitische milities in Irak en Palestijnse terroristische organisaties. Die uitkomst is onvermijdelijk.
Hun gemeenschappelijke doel blijft hetzelfde: Israël aanvallen.
De nucleaire kwestie
Ondanks herhaalde beloftes vertelde president Trump aan The New York Times dat Iran uranium op een laag niveau zou mogen verrijken.
Het zal niet bij een laag niveau blijven. Dat druist in tegen de aard van het Iraanse regime. De ambitie om kernwapens te verkrijgen zal alleen maar toenemen.
De mogelijkheid om verrijkingslimieten af te dwingen is praktisch onbestaande. Die last zal niet op president Trump rusten, maar eerder op Israël en toekomstige Amerikaanse presidenten, die wellicht terughoudend zullen zijn om militaire actie tegen Iran te overwegen na te hebben gezien hoe moeilijk het Trump is gebleken om het conflict te beëindigen.
Dit is een strategisch probleem.
De Libanese kwestie
Iran is erin geslaagd het Libanese dossier te koppelen aan de ondertekening van de overeenkomst, en president Trump heeft met dat kader ingestemd.
Als gevolg hiervan presenteert Iran zich nu als de redder van Libanon, terwijl de Libanese president en premier er niet in zijn geslaagd een staakt-het-vuren te bereiken via directe onderhandelingen met Israël.
Dit ondermijnt de vooruitzichten voor toekomstige vredesonderhandelingen tussen Israël en Libanon.
Israël moet erop aandringen zijn aanwezigheid in Libanon te handhaven en door te gaan met het ontmantelen van de infrastructuur van Hezbollah in Zuid-Libanon. Naast de eigen veiligheid van Israël staat ook de mogelijkheid van vrede met Libanon en het toekomstige karakter en de macht van Hezbollah in het land op het spel.
Als Iran erin slaagt deze overeenkomst te gebruiken om Israël te dwingen zich terug te trekken uit Libanon, zal de daaruit voortvloeiende schade uiterst moeilijk te herstellen zijn.
De regionale positie van Iran
De overeenkomst is ongetwijfeld gunstig voor Iran, ondanks de militaire tegenslagen.
Het herstelt de status van Iran als regionale grootmacht – een status waarvoor zelfs de Verenigde Staten uiteindelijk compromissen sloten, ondanks hun overweldigende superioriteit.
Die perceptie zal weerklank vinden in het hele Midden-Oosten. Regionale regeringen en hun burgers zullen zich afvragen of het verstandig is om Iran te confronteren nu het land in staat lijkt president Trump aan de onderhandelingstafel te verslaan en de middelen terug te winnen om zichzelf opnieuw te profileren als regionale sponsor van terrorisme.
Velen zullen nauwere banden met Teheran zoeken.
De Iraanse propagandamachine zal dag en nacht werken om deze prestatie uit te vergroten en de herwonnen regionale status te versterken.
Het proces is al begonnen. De grotere golf moet nog komen.
Conclusie
President Trump heeft Iran aanzienlijke concessies gedaan, terwijl hij er zelf weinig voor terugkreeg.
Het strategische belang van de Straat van Hormuz, in combinatie met de onbuigzame onderhandelingshouding van Iran, bleek de doorslaggevende factor die hem dwong tot actie.
Israël handelde terecht door zijn militaire operaties tegen Iran uit te voeren. Daarover bestaat geen twijfel. Israël moet nu blijven handelen binnen deze nieuwe strategische realiteit.
De president van de Verenigde Staten is niet de premier van Israël en handelt in het belang van andere landen. In dit geval heeft hij een grote fout gemaakt en het strategische voordeel dat hij bezat, verspeeld.
Israël moet zich nu aanpassen aan de nieuwe realiteit. Daar valt niets aan te verbloemen.
Een vriendelijke Republikeinse regering blijft belangrijk en waardevol, en die relatie mag niet lichtvaardig worden opgevat. Tegelijkertijd is het geen vrijbrief voor Israël om zonder voorbehoud op Amerikaanse beslissingen te vertrouwen.
Israël heeft nu 60 dagen de tijd om alles in het werk te stellen om de uitkomst van de onderhandelingen te beïnvloeden, hoewel succes verre van gegarandeerd is.
Het allerbelangrijkste is dat Israël voet bij stuk houdt wat Libanon betreft. Die strijd is nog niet beslist, en er kunnen nog steeds belangrijke resultaten worden geboekt – zelfs onder Amerikaanse druk.

@JH-mj4msThe reported MOU ( Memorandum of Understanding) between the US and Iran is more of a roadmap than a final peace treaty. The MOU is intended to last about 60 days. The key elements are:
Reduce the risk of military conflict.
Keep the Strait of Hormuz open.
Begin intensive negotiations on Iran's nuclear program.
Address sanctions and frozen assets.
Create conditions for a longer-term agreement.
So this is a framework which will give Iran's radical IRGC more time to consolidate power and squelch any opposition to their power. An Iranian regime change is the answer to any worthwhile agreement. Expect Iran to continue to stall any important changes until Trump is out of office.
Iran's IRGC mindset equals "games people play". Iran interacts through hidden motives, deception, and religious ideology - rather than straightforward, honest communication. That is their agenda, and they are remarkably successful at carrying it out.
