Tennessee one of four states without property tax limits, calls grow for reform

Video Overview & Insights

There are no limits on property tax increases in Tennessee — one of only four states in the country without any cap.

My property taxes in Tullahoma/Manchester more than doubled..My property was appraised at $160k and it went up to $390k with no improvements to the property and I have to pay double taxes to both the county and the city because of being annexed into the city. And I'm on S.S. too I think the tax freeze and ppl over 65 you have to make less than $15k a year to qualify.. They are crooks.

It hasn’t always been a problem, but as property values skyrocket and tax bills follow, many residents say it’s time for reform.

The Beacon Center of Tennessee is pushing a new bill that would require all property tax hikes to be approved by voters.

this is due to hispanic illegal migration. Those schools doctors, medicine, policing, child care, rental assistance, all that s---t adds up to hundreds of thousands of dollars a year per person in government employees paid out by the "tax payer".

Mike Williams takes care of his mother in her longtime West Meade home. She’s lived there since 1961 — but rising property taxes are threatening to drive her out.

“You’ve got seniors on fixed incomes,” Williams said. “They’re retired, they live on a budget — and all of a sudden, they see this. That’s why we’ve had three neighbors move. They just can’t afford it.”

Jackson county is doing the same! I found out Tennessee doesn't charge any property taxes. It's our COUNTY and we get nothing for it either other than if you don't pay it the county takes your home! I don't believe the state gets nothing though because a neighboring county voted to LOWER their property taxes because they are having huge growth and the state stepped in and refused to allow it and made them raise it! If the state gets nothing then why would they refuse to allow it to be lowered? Maybe the county collects the property tax and then the county pays a % to the state? If so, that is still a tax collected from property taxes. Just a sneaky way of doing it. When I say we get NOTHING for our taxes, I mean NOTHING. Our county roads are falling apart. People are trying to repair or fix what they can themselves, No trash pick up, the trash dumps are usually full because they don't empty them often enough, education sucks and parents not only pay the taxes they have to supply the school with supplies, the police dept is a joke. Better not need them at any time. General county operations is a joke too as well as the judges. In essence it goes for unreasonably high paychecks and sticky fingers in the cookie jar.

Williams says his mother’s home was initially appraised at nearly $1 million. After a phone call, the appraisal dropped by $300,000 — and after more challenges, another $100,000 came off.

Even with the reductions, the property tax bill still jumped to nearly $5,000 — up $1,500 from last year.

Property tax goes far beyond double taxation

Davidson County property taxes have climbed 60% in the past five years. Mt. Juliet’s went up 164%. In Soddy-Daisy near Chattanooga, taxes rose 21%. Rural Decherd in Franklin County saw a 60% hike.

Justin Owen, president of the Beacon Center, says taxpayers are being stretched thin.

investigate Union county tn as well they have doubled in last 2 years

“We’re raising revenue off the backs of hardworking people,” Owen said. “If families have to live within their means, government should too.”

Owen says the proposed bill would trigger a countywide referendum any time local officials want to raise property taxes.

I blame our republican governor for allowing this to happen. Governor Abbot in Texas was mainly responsible for freezing property taxes at 65 yrs of age for in Texas. My brother who’s a vet and fighting cancer pays more in taxes than his house payment was before he paid his home off working for UPS. Bill Lee Has done nothing!

— @lisa-t1c

“If you say it’s for something important,” he said, “then go convince voters to pay for it. That’s accountability.”

But local leaders argue limits could cripple city services.

Nashville Mayor Freddie O’Connell said the city’s latest property tax rate was designed to cover five years of inflation.

"With properties increasing in value as much as they did, we chose a tax rate that accounted only for the 5-year impact of inflation on the cost of government, which was 26%, " said Mayor O Connell.

The Mayor also is against a voter referendum for property tax increases.

“Further state limitations would devastate the ability to deliver even limited municipal services,” O’Connell said in a statement.

Mt. Juliet Mayor James Maness did not respond to FOX 17’s questions.

The Beacon Center expects strong opposition from city and county lobbies — but homeowners like Laura Mai Williams say something has to change.

“They’re pushing people to downsize or move to retirement communities,” her son said.. “We just want to stay in our homes.”
