@FekaduMandefro-d9kI often have to explain this to people interested in understanding how the built environment in a governed area “works”. Another point I use is that UDs are the more “visionary” & “creative” ones that are using “design thinking” principles to direct the outcome while UPs are primarily policy oriented, trying to narrate & codify the design & vision of the UDs.
I will use the idea that we’re building a complex crown: the UDs, create the vision and design, the UPs create the instructions & requirements, the engineers figure out how to make it safe & legal while the architects create the jewels (often trying to make theirs the “crown jewel”).
The venn diagram has much overlap while the flow of process is very fluid & dynamic depending on project, scope & needs. The worst thing most municipalities do though is to eliminate the UDs from the process, favoring a default design-by-engineer(ing), that uses a very different method & way of thinking. We ignore the envisioning and creative processes to our peril (literally).
