I really don't know about the vladimir vs locke matchup.. I played it quite a lot lately and vlad felt so useless, early lane is a disaster for vlad, not to mention his w has triple the cd of locke Q. Don't get baited in picking vlad into locke, i dunno the numbers but i'm pretty sure is a super bad lane

Urgot top - don't put 3 points into Q unless you take triple tonic.

I'm only a mid level urgot player but if 2500LP peak gods like Quante don't take more than 2 without triple tonic, you probably shouldn't either.

Actually, nerfing the AP scaling on Senna’s Q is a very smart move.

First, they reduced critical damage from 90% to 85% and now to 80%, which makes buying AD much less valuable offensively (previously, buying 60 AD gave you +54 damage; now it gives +48).

Second, and more importantly, they increased the chance to gain souls from 28% to 32%, so she’ll gain more passive AD (an indirect buff to her Q’s healing) and more gold.

Given these two changes—which boil down to the Q healing more passively, AD being less effective (for dealing damage in general), and earning more gold passively—the smartest move would be to build Senna as an Enchanter. She’d heal more than before by gaining more AD and would finish her Enchanter items sooner, and thus the AP scaling nerf would prevent her from going out of control with massive heals.

On a separate note, buying AD is less valuable, as I explained; AP is less useful now, and the Q’s cooldown is no longer reduced on-hit. Stop buying Statikk—the only reason to buy Statikk is to apply the passive to multiple enemies at once, and Runaan’s Hurricane does that better for 250 gold less while taking advantage of the AD and passive range granted by the souls (plus, the arrows deal more damage than the lightning bolt with 110 AD—80 souls or fewer with items and runes, or even less because they can crit—the lightning bolt is magic damage, while the arrows are physical damage).

Maxxing Locke's W is the right move, but I do want to inform you the E tooltip doesn't show the full story in-game:
