for cops they use what we call police package s it's some upgrade like: reinforced suspension tuning and uprade parts for the engine and chassis reinforcement etc. my uncle knows a lot about them and even haved a blue 426 hemi 4 barrel police package coronet

But you can know the tightness by hand, if you know how long your ratchet is then you can calculate it.
if you have a 10cm ratchet you need to put 1kg of force for 1 newtonmeter
