@SeattalieIn the state I'm from, the cop would be seen as at fault if he put his arms over the fence enough to have the dogs bite them during a conversation with the person. Once she did something that warranted (or they had a warrant of course) him going beyond the gate (such as arresting or detaining her) then all bets would be off.

@valcristdrake9543Those field sobriety "tests" are absolutely insane.... and completely open to interpretation. Just give your officers a breathalyzer, like in any other civilized country, so police officers can do their job properly, and ACTUALLY protect the general public from drunk drivers... Not only is that WAAAAAAAAAAAAAAAAY more accurate, it is also MUCH faster.....
