But that entire example assumes people have no idea what's going on or what to expect. I'd like to think people would catch on. But, I'd also like to think it won't have to reach that point.

If your state registers homeless people to vote AT ALL, it means that there is no residency requirement. Without a residency requirement, the door is WIDE OPEN for all kinds of bullshit. Lets say in Los Angeles the mayor is feeling like she may lose. So the DSA or an adjacent NGO puts out the word across the country, register homeless people to a few pre-selected locations in LA. Normally this is impossible to do because there’s a residency requirement, but if they are allowed to assign one to homeless people, they can assign ANYONE from ANYWHERE in the country an LA address, usually a homeless shelter run by an NGO they work with, and then they get to fill them out. There HAS to be a residency requirement, that means that no, homeless people CANNOT vote, otherwise there is a hole in the elections the size of a planet
