The data for Greece is incorrect. This population is for the central, for "downtown" Athens and Thessaloniki respectively, not the entire city.
Because the name of the whole city and the name of the central local municipality is the same thus the confusion. So the whole city is called "Athens" with 3.1 millions and the central local and historical municipality is called also "minicipality of Athens" with 650.000 and so the confusion. Same happens to Thessaloniki.
The population of Athens(the whole urban city not only the center) is around 3.1 millions and Thessaloniki around 900.000 (350.000 is the central local and historical "municipality of Thessaloniki").

Some of the cities in the UK are a bit misleading. Liverpool and Manchester are a fair bit bigger than the likes of Leeds and Sheffield if it was done by a proper and fairer boundary of those places.
Liverpool is a fair bit bigger than Edinburgh, Sheffield, Leeds etc. Liverpool has very restricted boundaries and is much bigger than people think but thats down to the government and most people know their feelings towards that area.

This is a purely political list. It's the height of arrogance and hubris to only list cities that belong to the EU. What about Belgrade, Sarajevo, Tirana, St. Petersburg, Moscow, etc.? People need to chill. These numbers reflect the cities proper - and not metropolitan areas. Lisbon really has only 575.000 inhabitants, but about 3 million in its metroplex. Same sitze case for Athens and other places…
