I'll tell what tax is .its a excuse by governments to rip u off .us in uk have a new tax coming in called ulez that charges u £12.50 pounds sterling per 24 hours 7 days a week 365 days a year starting soon .no other country in the world has this .

If Joey's services was voluntary I wouldn't call that a tax. A tax is an involuntary service that you can't opt out from unless you buy an offshore passport with the cheapest one going for around 80K dollars.
